ETRS

PAID PLAN

Prepare, review, and batch-export your station's FCC ETRS Form One, Two, and Three filings for each Nationwide EAS Test.

Three forms, one view of each test

A Nationwide EAS Test means three FCC filings on three different timelines. Form One is due beforehand, Form Two on the day, and Form Three after the fact. ETRS tracks each cycle and each form's deadline together, and shows at a glance exactly where all three stand.

Station data, filled in for you

Station details, EAS equipment make and model, county of license, EAS designation, monitoring assignments, and your contact profile populate automatically with each new cycle. Fields that apply only to certain participant types remain hidden until they matter, which keeps every form down to the questions it genuinely needs answered.

Reviewed first, then exported

Each filing passes through a submit-and-approve workflow before it leaves PublicFile Pro. Approved filings export as a batch XLSX file that matches the FCC's v7.6 ETRS template, carrying data your team has already checked and formatted exactly as the FCC's system expects.

Deadlines posted automatically

Form One, Two, and Three deadlines for each test cycle post to PublicFile Pro's regulatory calendar automatically. When a reminder email arrives, it links straight to the filing in question.

Questions about ETRS

What is FCC ETRS?

ETRS (EAS Test Reporting System) is the FCC's reporting system for each Nationwide EAS Test. Participation is reported on three forms: Form One (identification and participation details, filed before the test), Form Two (day-of test results), and Form Three (a detailed follow-up filed after the test).

What do Form One, Two, and Three each require?

Form One (47 CFR 11.61(a)(3)(iv)(A)) identifies the station and its EAS equipment ahead of the test. Form Two (11.61(a)(3)(iv)(B)) reports same-day results - whether the test was received and retransmitted. Form Three (11.61(a)(3)(iv)(C)) is a more detailed post-test report covering reception quality and any problems encountered.

Does PublicFile Pro submit ETRS forms to the FCC for me?

PublicFile Pro prepares, reviews, and batch-exports all three forms in the exact format the FCC's ETRS system requires, matching the FCC's v7.6 template. The exported file is ready for your station to submit.
